Funds seized by La Caixa for alleged tax avoidance...next steps?

I received a letter from La Caixa asking me to update my financial circumstances by submitting a Modelo 036 (Spanish Tax declaration form) and a supporting document accrediting my financial activity (Tax returns document) to the bank by the 15th March 2019, or face having my funds seized. 

I recently received another letter (14th February) informing me that my money had been seized according to Article 160 and Article 69 of the 'Ley General Tributaria'. From my understanding I would need to go in person to sort the situation out, within 20 days. Due to not being in the country this would not be an option for me. 

Having paid all the taxes through my employer whilst working for a school and also freelance through my contractor, I thought that by leaving Spain (in 2017), I would not have to face anything more with regards to tax. Due to not living in Spain anymore, and not having an oportunity to return to sort this out in person, I am unsure of how to proceed. 

I'm originally from the UK but currently I am a student in Romania, with no income apart from a monthly allowance to cover living costs. 

Any help or advice in the matter would be really appreciated as I have no savings apart from the money that has been seized.

Not that much, 260 euro

If you are that skint and desperately need €260 to live on in Romania...I would go back to the UK and claim the Dole .
