Whose money paid for the pool was it the communities eg the owners out of the budget or the builders. if it is on community land and paid for out of the community funds then if it is greater than 25% of your budget you can legitimately refuse to pay for it and hold back the money .
if the urbanisation is only 18 and mainly brits who have a majority, then turn up at the agm and elect a new committee and resident if its the will of the majority, the problem these days are that developers on fairly new urbanisations still own a lot of properties and try to dictate.
