Number of Vice Presidents?

Looking at the Horizontal Law it states that Vice Presidents are discretionary but makes no mention of numbers. In fact in most cases it mentions them in the plural. However if your have a large Urb. then it might be beneficial that you have one VP, and then Block Rep's.
