We have an Urbanisation of five communities.
Four of the communities have the developer as president - who does not want to take an active part in running the Urbanisation.
There is a Mancomunidad formed from the five presidents and one of them is president of the mancomunidad.
The statutes state that the mancomunidad president has to be a president of one of the communities.
The non developer president has recently been replaced at the community level, but will not relinquish the mancomunidad post.
The HPA does not appear to offer a solution to this situation.
