What does PRI stand for?

Can anyone confirm what PRI stands for in thie following context

" This week the City Council ********* has been sentenced by the Superior Court of Justice to annul the Valencia part of the PRI approved for the sector ******** for not respecting the rules that requires making urban flood studies. The PRI is awaiting approval for the residential ************************ area. "

Hi Noreen

Thanks for his. Unfortunately I don't really understand it all! If the superior Court has told a council to annul the Valencia part of a PRI approved relating to a particular development  for not respecting the rules that requires making urban flood studies what are the implications of this? Anyone have any ideas?

 PRI stands for "Plan de reforma interior" which is a proposal that is put in place to change part of a town.  It sounds like the proposed plan for the area that you've blanked out has been stopped.
