In my opinion there are too many variances in salaries and standard of living across the EU to provide a common welfare system, how some of the countries have passed the tests is beyond comprehension....Greece for one should never have been allowed in based on their fiscal position.

The western countries are too generous in terms of benefits and it is little wonder so many from the eastern EU countries (and many NOT even in Europe) either want to come to the western countries for benefits.....before anyone kicks off, I am not referring to those who work and pay taxes...I am referring to those who gain benefits or credits of some sort...housing, child etc. 

The tax payers can no longer afford to pay for these across the EU, yet the Officials want to invite even more countries who do not/cannot and will never comply to many of the rules set, but hey, Merkel et al want them in...

Not answered all your questions but this will stimulate some debate.

The problem with the benefits system is that serial claimants are hardly likely to tell us all of their secrets. A guy I have known for some 40 years went on benefits in his 50's and is still on them aged 73, his problem is that he's an alcoholic, his wife hasn't worked since giving birth, they both smoke like troopers and he drank whiskey as if it was about to be banned, I say 'drank' as he's now in a five star private nursing home, paid for by the benefits office, after sustaining head injuries following falling down stairs drunk. He had several mobility cars over the years and a mortgage paid by the benefits office, he must have cost hundreds of thousands of pounds over the last 20 years, and will continue costing until he dies, what's the odds on his funeral being paid by the benefits office?      

The system! Arrive in Spain and you rely on hearsay, chat sites, local papers and so on to do anything. In UK  our local council had two meetings a week to tell all new immigrants what benefits they were entitled to, how to get medical treatment and so on. Leaflets and counselling provided in eight different languages (probably more than ten now). 

NHS alone pays £12 million a year on a thing called language line which provides interpreter services by phone in any language in the world. Any guesses on how much all those leaflets cost to be printed in loads of languages?

Over £3 billion a year in benefits goes unclaimed by pensioners but, of course, they don't get these bi weekly meetings to tell them what they are entitled to.

No wonder they queue up to get in the UK .
