Voting in Andalucia today

I'm a bit confused, I know that I cannot vote in a Spanish General Election but I can and do vote in local elections. Today is neither one election or the other but I have received no card with voting details and I was turned away from the polling station with not one of the persons there able to give me a definitive answer. Does anyone know the actual position? Thanks.

It is for the parliament of Andalucia and is taking place in all 8 provinces. Only Spanish nationals can vote.
The next lot, in May, Residents are allowed to vote.

EU residents who are on the voters register at their town hall (being on Padron does not automatically mean you are on the voter's register) can vote in municipal and Euro parliament elections.
