bank lending to communities

We have been told our pools need major work to bring them in to line with current regulations, the town hall are taking an all or nothing stance. But even if we could get the town hall to be flexable, we simply do not have the funds
Does anyone know of any financial institution that will advance money to a cash strapped Community.

Nobody will lend money to a community, especially a cash strapped one.
But then why would you ?
