letter from town hall

Can anyone shed any light about the letters we have received from town hall, they seem to be asking us to confirm that we spend most of the year in Spain.  We have all relevant papers i.e Residencia NIE health Sip cards and pay our taxes here any one out there had the same?

According to Blevins Franks (tax advisers) the government has told town halls to get the info from Endesa and the other electricity companies about usage, and to ask everybody to confirm whether or not they are resident for 183 nights or more. It's a blanket approach, so everyone will get the letter (over the next year or so), so you aren't being picked on. And as you're fiscally-resident anyway it won't affect you other than that you need to complete the form. It's to begin to clamp down on both Spanish and foreign owners who say a house is only lived in part-time when that's not true. Many Spanish families own several houses and don't always pay the right taxes on the extra ones - the new checking system was mostly brought in to catch them, but is also finding LOTS of expats who have been under the radar and avoiding registration and fiscal residence.

Which part of Spain are you in? Province, and nearest big town or city? Interesting to know which areas are getting on top of this first.

Tamara,
                           It is the Hacienda who have been getting info from the utility companies.  The reason is to find properties which the owners say are unoccupied but which in reality are being let, so they can chase the owners fr the taxes due, and maybe to fine them too.
 
Re Empadron:
 
Owners have over the years been encouraged by the town halls to register on the Empadron, so that the municipality can claim the allowance from the Regional Government, for each person registered.
 
A few years ago, someone (maybe Regional Gov) became aware that a lot of those who had registered had since left the country but the municipality was still claiming for them. 
 
In order to know who is, and is not, really here, non residents are now required to renew their Empadron every two years and residents every five years.
 
If you do not renew then the discounts,  allowed by many town halls on the IBI etc.,  will be cancelled.
 
That is tthe reason why the town halls are contacting  people who are on thelr empadrons,  This is separate from the action by the Hacienda.
