Certified Copies of Original Documents for use in South Africa

I have a problem.My Bank Barclays,Manilva refuses to Certify any Documents at their Offices.According to the Bank Manger,they  have had a Directive from Head office in Madrid stating they can not offer this service anymore.

Can anyone suggest someone else who does it for free in English and not Spanish.Or does one have to go to a Notary Public and pay for this Service.

I shall be grateful for any advice on this subject as I need to send Certified Documents to South Africa by Wednesday  next week.

 I cannot see why they cannot certify what is in their accounts/files...

The only way to certify them is the Notary then.
