Problem with changing UK car to Spanish plates

I have started the procedure of changing my UK car to Spanish plates but have come up against a problem. The Technical guy came and took all the details and measurements etc for the car. Its a Mitsubishi Pajero 1993 imported into England in 2004. The technico guy has contacted me and said that I need a form from the British Consulate in Malaga (Renuncia Consula). I telephoned the Consulate and they said that this form is no longer necessary but they could provide one for €180 but it might not work. They then went on to say that it seems that the Motril Area is the only one now asking for this and maybe I should go to another Tecnico Autor (or what ever they are called) further up the coast ie Adra, Almeria way. So does anyone live in the Adra area and know where to find one of these people please.
