Change of Utility Provider

Does anyone know if you must have an Occupancy Licence to change utility providers (Electricity / Water) in Costa del Sol area?

No you don't need the License. You can change your electricity provider over the telephone if you speak reasonable Spanish or can have someone to help you with this. Call the new provider you want to have and they will deal with the old one.
