External wall insulation grants and loans

Hi All, does anybody know how to apply for the 20% grant and interest free loan that the government are offering, so I can install external wall insulation on my place in Murcia. They use this type of insulation in California a lot to keep the heat out of the solid concrete walls and cut down on air conditioning bills in the summer along with keeping the heat in during the winter. I have it on my house in Ireland and it is a great job. In Ireland we all got a 4k euro grant regardless what size the house was.
Any help is appreciated.
