 anyone know the procedure of getting the permanent residency certificate for EU residents after having lived in Spain for 5 years?

Just wondered if it was possible to obtain one if never did the old "residencia" or EU registery in Spain which i think it is now called.

However if you can prove you have lived here continuously for 5 years ie work contract or registered unemployed etc, i believe you are still entitled to this permanent resident certificate as an EU citizen?

Once you have lived here for 5 years (i.e. registered on the EU Citizens Register) you are permanent.  
 
There is no certificate.
 
However, you say you have never registered.   (Registration was obligatory from April 2007,  when the Residencia for EU citizens was abolished).
 
That would appear to mean you are not considered as permanent as you have not 'legally' lived here five years.  
 
I guess you have not made a tax declaration either !

Yes, there is a certificate. I have one. I think however you will only get one if you turn in a five year old standard registration certificate (it's basically the same, just states permanent resident), or an expiring residency card.

Hi,

as from 10th July 2012, rules regarding Spanish Residency have changed.  Extranjeria in Murcia are now much stricter regarding the criteria for obtaining residency.  EU members must now prove that they are either working in Spain and contributing to the Social Security System or have a pension or sufficient savings/alternative income.  In addition, if not employed you must now demonstrate proof of private medical cover before you will be allowed to apply.

 1. Copia de pasaporte o documento nacional de identidad, válido y en vigor, del solicitante o copia de los mismos caducados y de la solicitud de renovación. 2. Tasa pagada (10.30 euros)
 
3. Los documentos que a continuación se detallan según los casos:
 
TRABAJADOR CUENTA AJENA.- Uno de los siguientes documentos: - Declaración de contratación del empleador

- Certificado de empleo
 - Contrato de trabajo registrado en el S.P. Empleo - Alta en la SS

 - Inscripción en el censo de actividades económicas.

NO TRABAJA.- Todos los documentos siguientes:
 - Seguro de enfermedad con cobertura durante su período de residencia equivalente a la proporcionada por el Sistema Nacional de Salud (pensionistas será suficiente con documento que acredite que tienen derecho a asistencia con cargo al Estado que le paga la pensión).
- Prueba de recursos suficientes (mínimo 5.007,81 euros)
 
 
 ESTUDIANTES.
 
­Posibilidad 1:·         Matrícula
·         Seguro de enfermedad o tarjeta sanitaria europea válida durante todo el período de residencia.
·         Declaración de que posee recursos suficientes.
 
Posibilidad 2:      Acreditación de ser participante en UE de intercambio educativo
