I live in a villa on an urbanisation. I have not seen my next door neighbour who lives in Germany for over 2 years and also the villa opposite me has been in repossession for the past 4 years. Both are now rat infested, apart from me throwing rat poison over the wall does the local authority have any responsibility maybe on health grounds to take action or is it just tuff luck.

Yes, local Council has obligations on sanitary control of buildings and places of housing and human living together.
