New property IBI Bill etc

My friend is buying a property that been sold before, but its 7 years old its a bank owned property on a PolarisWorld Resort in Murcia, would this property have any debts on it for things like IBI, Utilities etc she has asked the solicitor this question as yet no repl.

Prior to exchanging contracts ...you solicitor has a duty to make sure ..the seller has no outstanding dept ..if thay fail to do so you are liable for all the dept owing.
