I understand you get the job or job offer offer first then register with INSS
Also, having had a job offer, if you are not already on the EU Citizens Register, you must register. If you do not already have an NIE one will allocated with that application.
To register;. Take the official offer, written on company headed paper and bearing NIF / NIE etc. when you make the application.
With a job, or job offer, you do not need to have medical cover nor an income.
