Can you help, we have purchased an off plan apartment at altos de campomoar, since we completed 2 years ago the water pump has not been in service, we had been using a neighbouring water connection devices, taking water from the adjoining block.
Now, people have moved into the adjoining block and our water has diminshed. The builder has refused to repair or purchase a new pump and when the management company for our block is set up, we will have to pay for a new one, bearing in mind that the pump has never worked and we do not hold our certificate of habitations yet even though we have paid in full and been in the apartment for 2 years now.
With experience, Legally, what can we do and where do we stand?
