The HPL is overkill like a lot of things that get tied up with laws – the only people who make money out of this are the administrators who do very little in the way on maintenance and only do the overkill admin!!!!!
The simple solution is that any urbanisation with common facilities should be run by the local council (like other public facilities and public places in the towns) and the owners pay the community fund to the council via council tax – creating jobs and avoiding expensive greedy administrators and overkill paperwork.
Most of all avoiding the silly jobsworth type of people who think they are God once they become a president
As for the lottery – get over it as this is the only way if there are no volunteers
