new rules for community pools

I have been toldby another community president that all community pools will from 2015 have to have automated chemical dispensers in a special cupboard or face being closed down & a fine of up to 2000€.  The cost of these installations is around 1500€.  Is this true? I do not remember seeing any publicity about it.

The Spanish seem to have have laws for absolutely everything, so it may well be true, but it probably conflicts with another law and in any event it will be ignored by most locals.

Sorry this isn't much help, but personally I would not react to any such rumours.  In Spain it can drive you bonkers if you take it too seriously.

In a presentation on Spanish rules and Regulations a lawyer practising in Spain said that in Spain if there is not a law which says you can do something then you cannot, unlike in UK where if there is no law saying you cannot then you can.

That would explain why there may seem to be so many laws in Spain, although in UK there are more than enough at times !

KNJ  Why not ask your Administrator ?

Quite ironic when you consider that even when there IS a law in place in Spain, that those who choose to ignore it by lack of adherence or enforcement of that law are in effect following the opposite logic i.e. if there is a law which implies you can't do something, then in Spain, apparently you can!

Whatever happened to adherence to the rule of law and the principal of legal certainty?

Not sure that "mad" is quite right, but it seems that those with a bit of power are allowed to pontificate and produce new rules and laws which the people accept, without question.  But whilst they don't question them they don't take them too seriously either, unlike the Brits!

In the town of La Toba in Spain the mayor has decided to prohibit, amongst other things, farting in public.  I'm not saying this is necessarily a bad idea, just a symptom of the different culture.  In Chipping Sodbury the mayor would never even be elected if he mentioned such a grotesque word like "fart" in public.

No doubt when Brits go to La Toba they carefully avoid the flatulence causing items on the menu and any hint of a possible cause for concern would have them holding their breath and frantically bolting for the door.

As I said before I do believe that the Brits take these masses of rules, laws and regulations far too seriously, whereas the Spanish seem far more philosophical.

It's sad when more and more rules and regulations have ironically HAD to be introduced because of the breakdown of respect and trust for those in power, who over the years have abused their power or used corrupt manipulative ploys for their own self interests. Or for that matter breakdown of trust and respect for those who refuse to adhere to the rules such as payment towards community fees.

Perhaps non adherence to rules is the way that many have responded to misuse of power in Spain, but IMHO it's no way to run communities or local authorities when you are never sure if the motives of fines or imposed rules and regulations have an honourable motive.

Isn't the best way forward to regain that trust to have enforceable rules and regulations that inhibit the misuse of power in the first place and put in place enforceable rules that benefit the majority?
