Declaring cost of works to reduce tax liability

We bought most of our house in 2002 and the remainder in 2005, both parts quite cheaply because major repairs were needed.  We spent a lot getting these done and the place modernised; someone recently told me that we should apply for 12% of the works costs to be formally recognised, so we (or our children one day) don't pay full valuation tax at some future date.

Does anyone know more about this or how it works in Andalucia?
