Can anyone tell me where to collect my residencia certificate that was applied for in November now that the office in Playa Flamenca has been closed.

I'm sorry to be the bearer of bad news, but after a phone call to the National Police, apparently you will need to submit your application again. (Or at least, according to what they have told me).
The application should be made (you will need to queue prior to 9:00 in the morning in order to get a number) at:
Policia nacional de Torrevieja
C/ Plaza del Molino s/n
Torrevieja (Alicante)

A chance visit to the town hall has revealed that the foreign office has reopened for Nies and Residencia collection on certain days. Details of opening times on the door!! I am pleased to report that my application was kept on file and I have now collected my certificate from Playa Flamenca.
