Pets in rented property

Our community has an internal rule that states only owners not rentors can have pets in their property and this has to be with the written permission of the president and the administrator.  The rule was brought in many years ago following an instance of a large, vocal dog in a rented property.

A rentor has just moved in with dogs and cats.  We have been advised by the adminstrator that the Spanish owner renting out the propertyis correct, under Spanish law we cannot stop anyone having pets.

Is this right?  If it is why have a vote at the AGM to bring in a rule which our administrators know cannot be enforced.
