That's exactly how our community functions. The rest of the owners are in effect the committee. But if any of those committee members chooses not to participate in board meetings or respond to communications about community matters, then they have to put up and shut up.
I always say that every owner has rights, but also responsibilities. And nobody can have authority without responsibility. i.e you can't expect to have any say in the way things are done unless you accept your share of the responsibility.

Could you formuleta your question again. I am not sure In udnerstand what you want to know.
Is it that is you are obligued to accept any owner willing to join you as a member of the Board of Directors?
