What concessions are there when showing your Blue disabled badge in Spain especially the Murcia area

I'm not sure about parking on "No parking" lines but the new European ones are accepted in disabled bays.

I believe only in those bays reserved for disabled drivers, not on yellow lines etc. I know several people who have had their cars towed and or fined for doing that.

what do the blue lines bays stand for?

That is the pre paid parking area. Like the parking Metre bays in UK, but they are not individually marked. Having parked obtain a ticket from a meter nearby and diplay . In my experience the ticket is in two parts, so you can take a remnder part with you.
