Why not train it. So you put it in the sea at Dover and meet it on the beach at Calais !!!

But more seriously    .I got this from googling:-

Not quite the same as Koi, but we brought our 4 goldfish over to France 3 yrs ago, very simple, spoke to Defra and the Fisheries dept I think! Also spoke to a specialist pet store for advice on travelling them, plastic bags with a good area of air in them in carry bags which were very similar to cool bags but specially for fish!

Had to have them added to the ferry booking which was a bit embarrassing as caused quite a few raised eyebrows but all went well and we still have 2 of them now!!

I would check regulations as coldwater fish that aren't native to a country can be capabe of carrying disease, and are able to survive if released into the wild. That said, that regulation "usually" only applies to fish if they are imported from outside of the EU, i.e. frm Thailand, Malaysia, etc.

I used to import tropical fish from Malaysia which I need licenses for, but I used to carry tropical fish from Holland to UK in the back of my car with no issues.

The regulations are different  for tropical and coldwater fish, so to be safe, check with the Spanish embassy first.

Mark
