Car Hire Gibraltar

Any sugestions please for car hire at Gib airport. We are just 25 minutes (not far from Duquesa) drive from the airport and do not require a full tank of petrol in fact we only need about a third,so I am reluctant to pay for same with no refund on returns. Has anyone bought a vehicle the other side of Gibraltar as looking at costs it might be worth us purchasing just a cheap car for the amount of times we'll be coming out.
Would appreciate your help.
