I think we should ask/see this man (see bottom of note for contact details) for help as well, he speaks fluent Spanish and has dealt with the police. see below......

The Manilva Town Council have recently appointed local British resident, Chris Olsen to take on the role of liaison officer between the English speaking community and the Town Hall.

Chris first came into contact with Antonia Muñoz within days of moving to Manilva. He had purchased a property in Punta Chullera and the day after he moved in a gang of workers turned up to erect a huge mobile telephone mast on an adjacent plot.

After calling the local police, who halted the works, Chris throught that was the end of it, only to find the construction continued immediately the police had left. After this process was repeated 5 or 6 times, Chris went to the Town Hall where Antonia Muñoz was the Mayor at the time, and on hearing of their plight she issued a decree banning the mast, and solving the problem permanently.

With this in mind, Chris decided to offer his assistance during the 2007 local election campaign, and it was decided that given his contacts amongst the expat community and his fluent Spanish, he would make an ideal candidate for the role of liaison officer.

Chris will be working out of the Foreigners Department  in the Extension de Usos Multiples in Calle Miguel Delibes, Sabinillas and, if not in his office, can be contacted at the moment on 665 384 160 between 8 am and 3 pm from Monday to Saturday or at the Sunday market between 9 am and 2 pm.

This morning I rang Spain and spoke with Chris Olsen the Manilva liason officer between non Spanish residents and the Town Hall. We discussed are issue of breaks ins in DV.

The following actions were agreed:-

1. He was going to see Diego Díaz Jiménez in the town hall this afternoon and he would add to his agenda a discussion of how we can tackle this problem. Diego is the town hall councillor with responsiblity for foreigners.

2. If we don't know who is responsible we have to approach the Policia Local and ensure that all breakins have been reported. I would like to compile a list of all the apartments that have had breakins etc. With a list of damage/losses. We need this to build a profile to see if there are any common elements to these breakins. When and if we think we know who is responsible we go to the Gardia Civil.

There is a new process in Spain which came into force recently called rapid justice. Basically you denounce somebody because you have evidence of fraud, theft or non suppy of services, this could be a builder or anybody who has let you down taken your money etc. They take this to the court in Estepona with you and the accused and the time span can be within a few days rather than years - I was told this today but I do not have any other than the one source. (Justin do you have a way or verifying this?) 

I am in Spain from next Wednesday and I am meeting other members of DV on Friday 16th and Monday 19th Nov. at 1800 at Becky's. So if you want to update then it would be appreciated. 

3. I have agreed to meet Chris during week starting 19th Nov with another person (Paul M we discussed this Saturday, so hopefully you will ok to do this), at that meeting we can update him and get his feedback from the town hall. I think he will be able to help us with a meeting with the Police.

I have details for my break in and another in the next block to me. Can anybody provide me with further information, this will only be shared with the Police. John C, Paul M,  do you have any data? Please use PM process.

I can't really contribute alot from here, but I do wonder where RyF fit in here!  Our brochure states "Reinforced front doors with security locks" and, especially from the last break-in we've heard about, that just doesn't seem to be the case!  Our keyholder has just informed us that they broke into an empty flat easily, as the frame itself wasn't strong.  The screws are small and go into soft wood, so the locks just popped out - although the doors themselves are relatively strong.  So, again, are RyF in breach of contract here?

Also, these properties are being marketed as having "24 hour gated security"!!  Why is that when it clearly isn't so at this moment in time??!  Why don't we have 24 hour security, at least?  There can be someone on the gate 24/7, noting car reg numbers, visitors, etc.  I believe everyone would vote for that!

We  are writing to AEA and RyF to enquire about this and, personally, I think at this point, not only should the police have already been advised of these burglaries, but AEA and RyF should be showing their support by actually doing something about this themselves!

Paul, not sure if you want to write to RyF now, but if you did it could be a precursor to us meeting at Beccy's then meeting/speaking to Chris Olsen.

We may be able to go and see Gerardo at RyF with Chris and possibly the Policia Local. 

If a number of people wrote to RyF it may get them moving?

Jeff,   i agree with us all writing to RYF on this and I know that AEA are aware of the situation from PM's I have had. I have been setting my meeting with Rosa for next week and in her note to me she mentioned the matter of security.  As you come out on Wednesday next I will try and meet up to advise on what is said by AEA before I go home. 

Do you know of anybody who can supply and fit additional physical security measures to protect the door frame as you mentioned?

I know of a handyman that may be able to add a plate to the door, but I cannot get his details until I am out there. He has been used by a couple of neighbours at the townhouse.

Entrada en mi apartamento fue escalando por el bajo apartamento pared al lado y en mi terraza. Mi terraza está demasiado lejos del suelo para que la gente pueda llegar fácilmente pulgadas

Las persianas se levantaron y el patio alavancaron puerta abierta. Me doy cuenta de las persianas no son un dispositivo de seguridad bloquea la puerta, pero deben ser seguras.

Con el número de problemas de muchos de nosotros creemos los ladrones hay que mirar que es dentro y fuera, ya que parecen romper en apartamentos ocupados de robar el dinero y las computadoras portátiles, etc Esto significa que es un residente en la comunidad, constructores o jardineros, etc.

Ros y Falcon Duquesa Village está recibiendo una muy mala reputación en los foros de Internet en la actualidad y una serie de locales Estate Agents son conscientes de los problemas. Esto no es favorable a la venta de Ros Falcon Y el resto de los apartamentos, su reputación como desarrollador de la calidad se encuentra ahora en situación de riesgo.

Gerardo, creo que deberían tener una doble responsabilidad, como aquí usted no es sólo uno de los altos directivos de Ros Y Falcon, pero usted es también Presidente de la comunidad DV.

Quisiera entender qué medidas tiene la intención de perseguir a hacer esta comunidad más segura.

You are probably aware that a number of apartments in Duquesa Village have been broken into over the last 11 months.

 My own apartment was broken into in September and the safe was levered out of the bedroom cupboard. The safe was fastened into the wood of the cupboard and not even fastened into the concrete floor or walls.

 Entry into my apartment was by climbing over the low apartment wall next door and into my terrace. My terrace was too far above the ground for people to easily get in.

 The shutters were lifted and the patio door levered open. I realise the shutters are not a security device but the door locks should be secure.

 With the number of problems many of us believe the thieves must be watching who is in and out as they seem to break into occupied apartments to steal money and laptops etc. This means it is a resident in the community, builders or gardeners etc.

 Ros Y Falcon and Duquesa Village are getting a very bad reputation on the internet forums at present and a number of local Estate Agents are aware of the problems. This is not conducive to Ros Y Falcon selling the remainder of the apartments, your reputation as a quality developer is now at risk.

 Gerardo I think you have a dual responsibility here as you are not only a senior manager of Ros Y Falcon but you are also President of the DV community.

 I would like to understand what actions you intend to pursue to make this community more secure.

Jeff. I am not suprised by the sentiment expressed here as it is reminiscent of a disagreement I had with Gerrardo some weeks ago. Manuel from Fawlty Towers springs to mind here. Is he from Barcelona perhaps. I am sure he has heard of the breakins. And peerhaps he is not worried about their reputation or this 'bullshit' as they have no reputation left!!! Its a start anyway to get him involved. I will certainly be emailing him on this issue.

I have just had a reply from my latest email to Gerardo.....Spanish and English below......

so please anybody out there please provide me with as much information as possible so I meet him armed with as much as possible, remember if we have only a little infomation we have a week case to put to him.

I need date and time if known, apartment nos, what was taken, and how entry was gained, all infomation will be treated as confidential to be shared only with RyF, Police and AEA if necessary.

I have data on on 4 so far. The more we have the more likely Gerardo is going to take it seriously.

Today I sent this to the Community President:-

Last week two apartments had their main doors broken open. The doors are very strong. But the wall fixing is weak.  Therefore, it is very easy to break the door open.

Is it not possible for his company to have all the doors fixings in DV made stronger?    It required a metal plate fixation to the wall by the door perhaps.

This may help improve sales

AND the reply was thus:-


I have already brought to the attention of the administration of this community and they have told me that other owners have had problems of this nature.
 Before deciding what steps to take   we need more seek information from the owners who have suffered thefts e.g.
 known complaints to the police,   reports of the insurance companies
and I have asked  for a report from  the security company of the DV community.

Please be assured that this is a problem for which we will seek an early solution.

Break ins - as much info as possible is needed ASAP please.

 

I have seen the replies to others that have emailed him and I know he has spoken to AEA. I don't think he knew we had problems until this week - nobody had fed back information to him as far as I can tell.

He now realises we have a problem but he wants details as possible so that he can take action.

The bigger the case we have to take to him W/B Nov 19th the better.

When I first wrote to Gerardo Cabellero about the breakins his reply was not as responsive as I had hoped - it was give me the FACTS not HERESAY. However the reply to my second note was more responsive.

Hi there

My name is claire i live in duquesa village with my husband and 2 children I am very new to eyeonspain so wasnt really sure where to go on this you asked for more info on break ins so thought i would post a note on hear after i heard about the site

Yesterday at 17.30 my oldest son was going to his friends house and forgot to shut the main door from the stairwell. which i wasnt aware of .

I heard a bang and someone had thrown a stone at the patio door over the terrace from the bottom swimming pool, I looked over the terrace (my youngest son came for the nosey) and a man was trying to talk to me an Spanish (not knowing alot of Spanish I didnt understand him) but thought nothing of it really. he just gave up after about a min and put his arms up as if to say it didnt matter and walked off.

about 1/2 hour later I was looking to put my singlasses in my bag which was on the table and couldnt find it searched everywhere.

It then all finally clicked into place the stone was a distraction to get me onto the terrace  while someone else came in to get the bag.

It had 90euros in 80gbp my passports (we had just been to Gibraltar) and my driving licence

I have reported to the police today in Manilva which I have a copy of.

I hope this helps you and I just want everyone to be aware of this as the guy must have walked directly behing me to get the bag which does make you feel extremely ambarrassed and stupid.

So sorry to hear your scary story Clare.

But it does help - did you get a good look at the man by the pool?  At least we know there are two of them getting up to this mischief, my guess is that they know the complex well and whos in and out, I feel they do perhaps either live or work on site.

I have spoken this evening to someone who had a break-in a couple of weeks ago and they went out this week to sort things out.  They had spoken to Chris a salesman in the RyF office who has recently purchased in DV, he is now concerned which is good news I think. I intend to see him when I go over next week.

I have also had an email dialogue with somebody who had a problem this week.

Feedback from both these parties suggests that there is a minimum of 2 people working together and that they may be of eastern european origin.

There is a rumour that this group was doing this in DV before or during the summer this year.
