This was a reply form a snagging company that replied to my post elsewhere just think it may be helpful:
Having undertaken the first snag at Condado, we were very impressed with the standard of cleanliness.
We were advised that only one clean is undertaken by Polaris now as opposed to the two that were carried out on other resorts.
Historically, there would be the post construction clean and then when notice was given advising that the apartments were ready for re-inspection (second snagging visit) another clean would be done.
New build properties will never be as clean as if you were to clean yourself or indeed have a professional cleaning company in, so you would need to make the call as to whether or not, you feel that the apartments require an additional clean.
Carol is absolutely right - the dust, even once construction is complete gets everywhere (Condado is a massive project and will be a construction site for several years to come), which is why we recommend an entry clean for your clients if the apartment has been left vacant for a period of time.
Simple additions such as draught excluders on the front doors will help to cut this down.
