Anyone got experience of getting residencia in Malaga?

I need to accompany someone to Malaga Oficina de Extranjeros to get a residencia (I'm translating). I found the address and phone number but they never answer the phone. I want to know if they have an appointment system (like Torremolinos) and if not what sort of time to turn up in the morning. They open at 9 so I'm thinking 8am which is the sort of time I go if its an application in Estepona, my "local". Anyone got any experience of NIEs or residencias in Malaga? Thanks in advance.

This request is closed. Malaga don't operate an appointment system (for Brits at any rate) and it was easy enough - very little in the way of queues.
