 If you are quite sure of what you want you could try posting your requirements on a site such as Get a Freelancer or Elance where people from all over the world bid for your project.  It can help to reduce the cost of producing a business website.

I agree Elance is a fabulous resource for all sorts of marketing and technical jobs.

As Justin says it does depend on what needs doing. I wouldnt use Elance for everything.

Again happy to share my experience of this if your interested.
