hi, does anyone know if there is a smal claims court or something similar in spain that can be used to force tenants to pay the rent they owe you?

Did you submitt the contract to arbitration or Courts?
If you just submitted it to Courts, I can only advise you to start an eviction procedure as soon as you can. Long way, but the only one available.
