is this right regarding the Habitation licence

Our solicitor has replied to us regarding the FOL--does anyone know if this info below is correct
'it was applied to the Town Hall on the 9th of July. Please be aware that the licence is issued on every property not on the development. In addition to this, the Spanish law says that if after one month from its application the local authorities have not replied to refuse or issue the licence, then the FOL is automatically approved because of "administrative silence".

Non accurate.
Administrative silence can play if the result of its effect do not end to be against Law, so it cannot be taken as a general rule.
A different FOL is not always granted for every apartment. So it needs to be checked in every case.
