Can anybody help me.
The adminstrator has called a meeting to form a commitee for our community, what I need to know is as only 43 out of 87 bungalows have been built will the builder be liable to pay a share of the community charges.

Yes, he will be liable for the Community fees on his unsold bungalows. but whether he will actually pay is another matter !!!
I think he will only be liable once a bungalow is complete and he has obtained the necessary licence for first occupation, but I am not absolutely certain and may be corrected by the more knowledge able !!!
