Broadband speeds on new connection for an extended stay

Is there anyway of getting the likely speed of a fixed line broadband service on houses we are considering for a long period beyond the agents response to everywhere we look at as being "no problems" " between 1.5 and 10mb " Most havent got a working telephone connected but the line/socket is there so assuming service should be available.
We are looking in the Mijas / Fuengirola / Benalmadena area if it makes any difference
I require the net for work etc so its essential although if good enough i could live with a mobile service 4G? with tethering but the Mother-in-Law wants it fixed for the soaps during her visits !
