smoking rules around a private community pool

Hi All, I am looking for some advice, for the last 10 years that I have lived on our community people have been allowed to smoke around the pool (I am a non smoker but haveno problem with those who do) Now our Administrator had advised that it is illegal to smoke around a pool, as Vice President I really would like to know if this is true? Having looked on google it appears to disagree with our Administratpr, so who is right?

Smoking in Spain is allowed in outdoor areas but is illegal in childrens playgrounds.

Community pools could, probably would be classed as such.
