There are a number of these in my area  that have failed, leaving owners with "rules" of can/cannot do due to the licence conditions, usually the licence is a "Turistic Licence" given to the developer to get approval for construction purposes. These rules seem to include the owner nor being allowed to live there, cannot rent the apartment out privately, and compelled into the developments "rental pool." What is the legal position in these cases where owners need income-usually to service their mortgages? Do the rules "fall away" allowing independent actions by the owners?
