recargo 20% disuasorio

Apparently energy customers are required to opt out of standard tariffs and into "free market" tariffs. EXCEPT no one knows about this. Thousands of people getting this surcharge either on their bill (at least Endesa itemises it) or built into their tariff. How do you find out? I've been given this link (in Spanish). Anyone else caught by this?
