time limit to object to extensions on a community under Horizontal Law

 Does anybody know if there is a time limit to object to extensions built on a community where they have not got approval from the community?  If you do not object at the time building starts, can you object at some time in the future i.e do they remain illegal for all time?  

Also does anybody know if accepting compensation from the person who built illegally is the way things are done here?

Any advice would be greatly appreciated.
