TELEFONICA LINES TO UK

Does anyone know what is the matter with the Lines to UK.I have been trying since last night to reach my brother by Landline in Hertfordshire but keep on getting the Engaged signal.Are there any problems with this service with Telefonica at the moment.
Can anyone shed some light on this problem.

Nigel, I'm not sure if it's related but on Saturday the main transmitter in Malaga for Movistar caught fire and all the mobile service was down for most of the day.
I think there is a link somewhere so I assume the service will be intermittent for a while.
Download and install Skype on your PC and call through that. Cheaper anyway!
