Our standard monthly electric bills are €25 with Iberdrola and this seems to be a standing charge (plus taxes) even though there are no appliances connected and no electric being used.

Is this common / correct for unused apartments?

I would say yes. It's the kind of figure I am paying approx every 30 days with all appliances swithced off.
