Hi

Does anyone know if anything is happening on water, electricity & habitation certificate?  Getting no info from either estate agents (Luz del Sol) or GrupoMasa , but nothing new here!!

Suppose to be completing end of month but won't without confirmation from either agents of builders that everything is in place.

Hi Rosemary

When I signed a couple of weeks ago at the notary I asked my solicitor if there was a H/Certificate and she said yes.

The is water on site, you have to get the plumber to connect you this took a day to sort out.

As far as the Electricity is concern there is none, that's way they put all those on site up in a hotel, have heard that it will not be on until early November, but who's to say when it will be on.

Don't want to disagree with Tony, but my agent told me that he has seen the copy for the application of the habitation certificate, but it hadn't yet been granted until Masa carried out the issues found by the town hall at the last inspection in September - lighting, pavements etc.    The escrituras are ready, but not the escritura showing the final division of all the plots, but notary's will accept this.  Not sure I even know what this is.  Just highlights what Masa don't tell us - no wonder we're confused!

I don`t know how many times I can explain this

The Habitation Certfiicate may have been applied for howevevr it does not mean that it will automatically be issued and can  be refused

The Town Hall have to inspect the properties and they have large backlogs

The builder is legally required to provide water and electricity at their expense up to the time when the Certificate is issuedThe advise form lawyers and us is that you should not complete untill The Cretificate of Habitation has been issued and you can see a copy

Even when this is issued there ,ay be a delay in getting the power connected agian due to demand in the Murcia region

To calrify the issue on the escatura the way that it works is that on your deeds you will own a certain perventage of the overall site, a parcel, and this is used to calculate your Suma, rates to us, and the amount of community charge that you will pay.

The percentage normally varies by the size and type of property for example I have an apartment on a development and thererfore  own 0.16% and a townhouse on the same development has 0.23% so they will pay more community fees

This is a very important number to have included in your deeds as recently on another development they found that although there were 3 community pools one phase didnot have any ownership or use of the pools because it was missing from their deeds

I have recently had an email from our estate agents, Luz del Sol, that GrupoMasa have advised them that electricity will be connected by next Monday when we are out there to do our snagging.  I will be very surprised if it is and taking this info with a pinch of salt.

As for the Habitation Certificate, GM don't seem to be too on top of what is happening, and told me to contact the Town Hall to find out the position.

Obviously you need to be carefull, given that electricity was originally connected to the forst properties that were exchanged and then disconnected

Obviously ask if this is builders supply

When the permanent supply is connected they install a fuse, normally on the far left of the fuse box

I have just been informed by Luz del Sol that M14 and M15 will  be connected to a permanent electricity supply as from 26th October.  Has anybody else been advised of this?

Hi Rosemary,

Thanks for the info. I contacted Luz del Sol and they are going to make an appointment for us when we go out in the 5th November. I spoke to a really helpful woman called Elenor who said the electricity connections would start on the 26th for 14 and 15.

After making arrangements with solicitors etc to complete this week, I now find out that it's going to be at least 2 weeks before electricity is connected (a Masa 2 weeks can easily turn into much longer)  so no Habitation Certificate.  We are still going out today, but have put off completion indefinitely - 2008?

Hi Rosemary,

Thanks for the info. We are still flying out on the 5th Nov to sort out the NIE, Power of Attorney and to have a look around. I have not been there since April 2004. We were hoping to have a look in our property while we were there but Masa have emailed me and said we could not have entry until we made an appointment with the Notary for handover. Eleanor from Luz del Sol is working on it. I agree with you about delaying the handover, if enough of us do it Masa might speed things up a bit.  (If they can)
