That's consistent with the reply I have just received from AEA on the subject, below:-

On the issue of electric connections, let me tell you that this is the electricity company problem, Sevillana - Endesa, the electric company do not have sufficient power supply for this area, however, please bear in mind that Ros Y Falcon, is well on top of this situation, for it to be sorted out, especially, since they (RYF) are paying the electric bills, for the mentioned buildings (phase 3 blocks). .....
