Or if not which nations can.

Cant see any reason why not. Not sure about getting finance, Smiley would know better, but vertainly cash would not be a problem - though you would have to get it into the country and prove where it came from!

anyone can buy a property in Spain, also Nigerians. Financing is another question, but with the correct papers this is also possible.
