It's essentially like an online diary.  You can use it as a personal "diary" covering any (or all) aspects of your life, or from a professional perspective to build up a reputation for yourself and allow people to get to know you.

Anyone can maintain a blog.  You don't have to be a writer to have a blog, it's such a personal web space that you can write in your own style.  It's totally up to the individual.
