Spanish official electronic certificate

How do you get a Spanish official electronic certificate. What are they, how do you use them. Probably of your ID to use with any government department to prove who you are. Is this the same as an electronic signature or is that a separate and different item.

You can use your certificate to obtain and fill online documents within the many official Spanish government depts: such as the traffic dept, local govt depts etc.
