This is a translation of a publication by the Orihuela planning department on the 28/10/2011.

Councilors of  Project Planning and Urban Development, Antonia Moreno and Antonio Zapata, respectively, announced today that the Department of Planning has given approval to Reorganization Plan for properties that are not within the Orihuela ordination (illegally built houses). Moreno explained that the municipal reports that there are a estimated 8,000 households that are outside of ordination. "This situation is unsustainable in law and in time," said the councilor.

 

In addition, Moreno pointed out that there are penalties stipulated in the Penal Code against employees and public officials to act against territorial planning laws. In this sense, the mayor pointed out that the City "has never carried out the demolition for an urban offense," although he qualified now the garages of Capuchins will be  demolished, whose construction was not done according to the law.

 

Thus, the council has considered that the town hall has allowed a number of illegal buildings whose consequences have generated an untenable situation from the urban, economic and environmental standpoint. Therefore, the regularization scheme is linked to the commitment of the City Council to act against any construction performed outside the law.

 

"The Regional Ministry of Planning has given us the go ahead to proceed with this plan. We are working to develop the specifications in which to contract this work, "detailed Moreno, who has said that to qualify for the scheme is voluntary “because it will not be free of charge”. "The owners have missed a series of planning rules and a series of fees and taxes," he said, while he has indicated that "the details will be provided as they materialize."

 

Moreno has considered it a new plan " Orihuela & Ontinyent are the only towns going ahead with this and are supported by the Ministry of Territory". It was asked of citizens to "stop building illegal homes outside of the planning department rules  because we are going ahead with this plan & are putting a end  to the urban disorder in Orihuela."
