sewage!

We have raw sewage pouring down the lane where we have our house, fortunately we do not live there full time, those who do need to know whose responsibility it is, this is a health hazzard, can anyone help with information as to where I should contact?

I would have thought your local Town Hall should be your first step since it is they to whom you pay your sewage bills...

Hello, thank you for your reply foxbat, my fault I forgot to mention I have already been to the town hall last year, have not been able to go to the house due to illness and am hoping to go soon, however I have been told nothing has been done.   I understand none of the permanent residents have addressed the problem, personally I could not live there full time, the smell during height of summer is dreadful, I am worried because I'm scared of infection having just undergone major surgery, would anyone know if there is a health department I can contact, I would really appreciate help on this one please.
