Register cottage 'change of use' so we can rent it out

We have a cottage in the Canary islands that we would like to rent out - regularly - for short lets to holiday makers.  I know there are several steps to make it legal to rent out and I am trying to work on those.

One question though  - I understand we have to register the property  'change of use.'  Is this with the ayuntamiento and do we have to do this prior to getting the autorización de apertura como Casa Rural?  I can't figure that part out!
