Estate agents charging double fees

Can anyone clarify if it is legal/illegal for estate agents who are joining together to sell a property, to each take the full % each instead of sharing it? for instance charging 10% to the property instead of 5%. By accident I have just found out that an agent has a property advertised at a figure of 25.000 euros. above the vendor's asking price without the knowledge of the vendor.
